Complete redistricting from database development to final plan
analysis
For over six years, Digital Engineering Corporation (DEC) has been providing software
tools which set the standards in redistricting software. Autobound 4 is DEC's latest
release of its comprehensive redistricting solution and is simply the easiest and most
efficient tool for creating legislative boundaries. Autobound is based on the ArcView
desktop GIS, the most popular GIS product world-wide from ESRI, the leading provider of
GIS technology.
Autobound is a complete network ready redistricting solution covering every aspect of
redistricting from the initial data import to final plan analysis using one of 12
Compactness and Complexity Analysis tools. The autoBound Desktop Administrator is the only
solution of its kind, designed to simplify the complexities of managing a redistricting
system. The Desktop Administrator provides the following essential capabilities:
- Control which Tiger data layers will be used during the redistricting process
- Setup central locations where common data files, such as shared legends and map
templates, are used
- Customize and import Tiger data for Tiget formats 97, 98, 99, and 2000 Dress Rehearsal
and 2000 formats
- Customize and import PL94-171 data for 1990, 2000 Dress Rehearsal and 2000 formats
- Merge the PL and Tiger data and report match rates
- Create statewide and county level files
- Project the redistricting database to any of over 100 geographic projections
- On a networked environment, control who can have access to the system
- Disaggregate and aggregate political data to all levels of geography

The autoBound Plan Manager enables users to quickly located and open plans for making
edits. The Preview window provides both a map outlining the current boundaries of the
selected plan and the current district tools. Users can, without opening the plan, preview
any plans which they own or have been given access to. The Plan Manager also provides
users the ability to copy, move, delete or create a new plan. New plans can be created
from standard templates or be user defined.
The autoBound plan development environment provides the most comprehensive
suite of tools designed to simplify the redistricting process. Multiple assignment tools
enable users to select features from any of the available Tiger layers. Additional
intelligent tools can automatically search for adjacent features which would help a
district reach its desired target. All district population totals are dynamically
calculated and displayed in an Excel compatible spreadsheet.
The use of a spreadsheet provides the users the ability to perform statistical analysis on
district totals in a familiar environment without the need for export or import of data.
Once a plan has been completed, users can run any of the standard reports of create custom
reports using the report development system included with autoBound.
