Digital Engineering Corporation offers autoBound Intelligent Redistricting Software as a tool for drawing school district boundaries and attendance area zones. AutoBound , which runs as an extension to ArcView GIS, provides both automated as well as manual redistricting tools. With easy-to-use wizards and menus, autoBound is simple to learn even for users with little or no GIS experience.

AutoBound provides automated tools which will enable rapid creation of school boundaries based on user defined parameters such as school capacity, physical location and political considerations. The automated tool can be used to generate an entire plan or be limited to a user defined area. For example, if a new school is being built and students should only be pulled from two school districts, the automated tool can produce a plan which fills the new school by only moving students from the two districts.

AutoBound also provides a comprehensive suite of tools for editing district plans manually. As areas are moved from one school district to another, the “Active Matrix” displays the impact on the district totals. The Active Matrix is a built-in Excel Compatible Spreadsheet which allows the user to dynamically display summary totals for any field in the database. The Active Matrix also allows the user to create calculated fields by modifying the spreadsheet data. For example, there may be fields in the database which contain the number of 9th, 10th, 11th, and 12th graders. However, there may be special activities with limited capacity which are only provided to juniors and seniors. The user can create a field which totals the number of juniors and seniors for each school. AutoBound also provides an undo feature which allows the reversal of any or all changes made to a plan.

To insure attendance plans are secure, AutoBound requests a username and password upon entry. The username is used by the tracking tool, which records changes made to a plan, who performed the command, the date, and the students affected. AutoBound also provides a locking tool as part of manual editing. If a user does not want to change part of a plan, the selected area or districts can be locked. If the user attempts to change the district assignment of a locked planning unit, the change will not be implemented, and the user will be notified of the locked planning units.

Using autoBound, parents as well as other community groups can participate in the redistricting process. AutoBound can be used at a community meeting to show the impact the requested changes would have on school capacity. Additionally, the system can also be used to plot district configurations to be displayed at community meetings.

Finally, once School Attendance areas have been created, the autoBound School Locator can be deployed either internally or directly to the public via the Internet. The autoBound School Locator pinpoints addresses using a digital street map and identifies the school and bus stop locations associated with the address.
